I believe USCIS guidelines are that a case worker is allowed 60 days to adjudicate a case when assigned and it is being "actively reviewed", sometimes we really run into Aholes that leave it to day 59 due to negligence or overload of past cases. I'm italian and my wife is American, we submitted our case (CR1, marriage based green card) on January 31st 2021, NOA1 was sent on February 1st and on March 10th we got the message "case is being actively reviewed".I believe USCIS guidelines are that a case worker is allowed 60 days to adjudicate a case when assigned and it is being "actively reviewed", sometimes we really run into Aholes that leave it to day 59 due to negligence or overload of past cases. Hopefully end of FEB you hear back...It means they are actively reviewing - working on the application. This is a good thing.
